First, thanks guys for all your attention and advice. With that and my trusty volt meter here is what I found.

The output voltage oof the generator starts out at 14.8 volts and rapidly (within a minute) drops down to 10v. If my memory serves me, the regulator compares the battery voltage to the generator voltage and when th generator is higher than the battery the regulator contacts close and sends a charge to the battery. As it happens, the generator voltage drops for some unknown reason and therefore no charge to the battery.

I took the regulator cover off and noticed a lot of contact arching which tells me that the contacts are opening ang closing. You can see this on the ammmeter by the rapid bouncing of the needle.

Now that I've discovered that the output varies what do you think the next step should be?? On Monday maybe I'll contact the guy who rewound the thing with what I percive to be new information. He bench tested it a while back and said the generator and regulator were good.
