I am with Dave2 on this one. I have a tire drag with 5 tires (2 over 3) bolted together and it really did not do a very good job of breaking up the piles. It did kind of knock the tops off and smear them a little. I bit the bullet and bought a chain harrow which also does a nice job on the arena.
FWIW, I just took a 3/4" drill bit and went after the tire. It was tough going, but I did get holes made and bolted them together.
