Actually, there are ways to store the surplus energy, two of those methods are in commercial use. One involves pumping water uphill into a reservoir, and using a hydroelectric system to recover it, the other involves pumping compressed air into an underground reservoir (such as an old salt mine) and recovering it thru a turbine. The efficiency of these systems is not good, and they haven't really been used for wind power storage, since they were developed for peaking power uses, but the technology is there. Efficiencies are on the order of 50-70%, which isn't all that bad if the alternative is not capturing that energy at all.
