I'm not familiar with your 364 or the heater, but I believe it's called a lower rad hose heater. It will help a lot if you get it working. If you haven't already, try the IH dealer, and see what they say. Go to an auto/industrial parts store, with your picture and a center to center measurement of the prongs. You may find a cord to fit, or something close you can trim with a knife to fit. If you can't get 'er working, you could replace the inline heater(measure hose dia for the parts store run). You could also plumb in a circulating heater(similar idea to what you have). I have one on my 706 D, and a "winter cover"(old carpet or tarp is fine) over engine and rad. The temp guage shows 180 after a few hours, even at -20. Then as long as the starter will engage, you're in business. I use both my farmall diesels to run augers all winter in Canada, so let me know if you have more questions.
