I had the same problem with my D-14 allis took the bowl off and cleaned it out, opened the shut off valve below tank it looked like enough gas was flowing to bowl, everything else from bowl to carb ok so I took the line off between bowl and shut off there was gas flowing but what I found out was not enough gas, took the shut off valve off tractor and found it was half filled with gunk cleaned it out and found out just how fast gas does come to bowl.
