All connecting surfaces have been polished using emry cloth. The picture in the post is a "Before" picture.
The shift lever is in neutral. The safety lockout switch is not the problem.
24V is present at the NEW solenoid when the ignition switch is turned. Shouldn't there be some sort of grunt, click or hum at the selonoid to indicate it's even thinking about a response even if the starter itself is in question?
