As mentioed, the leak is PROBABLY actually coming from the weep holes. They cotter keys are in there to prevent dirt from building up in the holes, clogging them. The 4 bolts hold a plate that allows access to the clutch for adjustment. Most likely, the leak is a result of the rear oil pan gasket failing and NOT the rear main seal. Perkins engines of that era had a cork rear pan gasket that usually fails at some point. New "retro-fit" replacement gaskets are a fiber material. Once replaced, if done correctly, the leak will go away. 99 times in 100, engine oil leaking where you find it at is the rear pan gasket. Rear main failure is EXTREMELY rare. It CAN be transmission oil showing there too. If so, it may be front input shaft seal, or, if the tractor is equipped with MultiPower, a seal failure in the MP system.
The oil pan can be dropped and a new gasket installed without splitting the tractor. It"s about a 3 to 4 hour job.
