To fill your tractor without a propane tank, you have to vent the gas out of the tractor's tank while you fill it with liquid from the bulk tank. The bulk tank doesn't have to be elevated above the tractor, but I've never seen this done from an underground tank. As the previous poster said, call your propane company; they'll give you the skinny. Propane tractors used to be popular with farmers that didn't like diesels, but needed something cheaper to operate than gasoline.
