I would not worry about dust being a waste, I'm sure science can mix it with something and make some thing out of it, as they do with wood chips and many other things,
I would not worry about starvation, they pay farmers to put their fields in soil banks, just so they don't grow crops,
I see more food wasted in Grocery Stores from people NOT BUYING FOOD == then buying food,
the farmers who can't manage there business will go out of business, but the Land will still be there for some one else to take over,
