I think you are off on the timing.If you have it on the compression stroke,and the piston is at top dead center,the rotor should be real close to if not right on the number one spark plug lug on the mag or distributor.Set it on TDC,mark the position of the number one plug wire on the mag or distributor.Pull the cap off and it should be pointing to your mark,or just a little past.Once you get it like that,and you are positive its on the compression stroke,which means both valves are closed,then it should hit by cranking it if you have clean dry plugs,are getting good fire to them,and we know you are getting gas.Then it should run.Even if the timing is off a little it should run when you pull it.So you might be off just a tooth on the gear that turns the mag,(plus if you turn it the wrong way remember to turn it 2 teeth teeth back to change it)or maybe dont have it turned enough,or you could have the plug wires in the wrong place.If you cross 2 wires it probably wont run,but it would hit and try maybe.
