Security seems to involve the wide eyed psycho types at the US power plants. One would think they were guarding a ware house full of backpack nuke warheads. I could imagine their reaction with the rail cars rolling through the gates. It's a wonder nobody got shot. We had one guy on a US tour get a surprise. He emptied his pockets, belt buckle off etc and went through the metal detector. The alarm went off and he found him self looking down the rifle barrels of some security types. Who were hoping to be heroes for shooting a terrorist. Turns out our guy missed a dime in his pocket. We have upgraded security to armed guards after 911. They have mostly settled down and see the "big picture". There wasn't even turnstiles with prox cards until the mid 1980's. Anybody wants some used fuel they can just dive into the pool and try to carry it way. They won't get very far. Or they can try to haul off a fuel flask in a pickup truck and see how far and how fast they get there.
