tips on evaluating non-running rusty tractors

There is a house I drive by on the way to work that has a back yard full of old farm stuff. It has obviously been not touched in decades, and I am trying to connect with the owner to see if he/she wants to sell anything. From a distance I can see a very rusty tricycle tractor that looks like a John Deere unstyled model (A?)- you can see the steering column in front. Also a smaller Cub sized tractor that has a yellowish color. Perhaps a Case, or an IH cub painted yellow. I have only seen these from far away. So- since these things are probably far from running, I could use a couple of things to look for. I am interested in "bargains" on restorable older tractors. I have always wanted a 2 cylinder JD, but don't know much about them. If the sheet metal is intact, but very rusty, should I just forget it? Are there any particular old John Deere models that I should avoid? Assuming that these won't turn over, how can I verify whether the engines are seized? Is there any way by hand?
