I do have 3 ribbed tires. They are far from new, but not nearly smooth.
I jacked the front end of the ground and held the front wheels still. That is when I could turn the steering wheel and see that all the play in the wheel happened between the gear and the vertical steering column. I also did the opposite - I wiggled the wheels and they would move left and right, turning the column but the column wouldn't enagage the gear until it had turned a bit.
That is why I think play is in between the spline on the top of the column and the horizontal gear that it mates with.
