your comment about driving thru wet places and mud holes, raang a bell with me! A farmer in central Pennsylvanis was put in jail because he filled in a low spot in one of his wheat fields, because it covered a half acre of good land near a creek! It only filled up when they had a hard rain, but dried out soon! I've seen that field, and it didn't seem to be a problem, since a large creek was at the outer edge of the field, but didn't flow near the wet spot! your Govment at work!!
