Maybe the person making up the bill had a bad incident with a bike rider and is trying to get rid of the bike riders. They wanted to try something like that here in one of our provinces that wanted to seperate from Canada. They where going to get the cars to drive on the left side of the road, and if that worked OK they would get the trucks to do the same also after the first testing was done.
