Intake Manifold drain?

I have a Leyland 154(Petrol Version) which started
to whistle. I have noticed a small bolt on the intake manifold with a hole in the center of it. According to the parts manual it was a fuel drain pipe. My question is "Is this drain line supposed to be capped?" The manual does not show this but I have a had time believing I should have an open hole in the intake manifold.
