A couple of thoughts:
If it runs fine after warming up, consider converting it to a mechanical choke. I had an old Quadrajet I did this to once to correct a similar problem. You can buy the kit from any big parts store although they may have to order it for you. And, you may have to fabricate a bracket here and there to get it working right but for 20 or 30 bucks it might be all you need.
If the carb is junk then go to www.summitracing.com and buy an aftermarket carb that is new and will work fine. I would even change the intake and convert it to a fourbarrell if it were mine. Edelbrock makes really good stuff that will bolt right up. good luck
