When we used that same engine on sawmills and to pull gristmills sometimes they would set for 2-3 years outside in the weather with just the carb covered up. They would sometimes be locked up when we went to use the mill again. All we would do is pour the cylinders all completely full of a mix of 1/2 clean motor oil and 1/2 diesel and let it set a few days, then take a large screw driver and start doing like Ken said about turning the engine at the flywheel. Try to roll it one way then the other. When the fuel and oil mix gets down beside all the pistons it will break the cylinder's top rust out as it turns. I would take off the valve cover and be sure that none of the valves are stuck open and shut. If one is stuck open or shut it will warp the stem, and you'll end up pulling the head anyways. .
