I have field tile that was outleted to a small creek, but a new Kohl"s warehouse has changed that. They installed a new retention pond and our field tile was plugged during construction, but has been reopened with the outlet now dumping into retention pond, now field drainage has slowed until pond drains down. Is this legal according to Illinois drainage laws?
