Dave, I'm working from a memory that ain't 100%, but I have a couple of pics that may help.
The right fork is cast as one piece with the transverse shaft...
That way, that fork will operate the two keyed-arms on either end of the shaft.
But in this next pic, (and here's where I'm testing my memory), I think the left fork and the left actuating arm are cast one and the same, and work unkeyed and independently of the shaft, (which is how that left fork moves the left actuating arm) and I have arrows labeled #1 to what I'm talking about...
...and I think that's why the pillow block is in two pieces on the left, and one piece on the right, (if you go by the arrows labeled #2), and that's why the actuating arm you are trying to remove won't come off. Take off the outer piece of the pillow block, and I'll bet you'll see your answer. You won't be able to take that left actuating arm off until the inner fork is separated from the piston rod coming from within the block.
Maybe somebody else will chime in and set us both straight!
