They do make a 3pt hitch flail style choppers that will work with brush up to about 3" in diameter. Generally they need over 40hp, a creeper gear, and are in the $8k range. They are much heavier than a classic flail mower and the knives are 3-5 lb hammers.
My dad bought one about 8 years ago. It works great. It will chop the brush in almost the same amount of time it took to do the traditional push and burn. All you need to do is drive over the brush. The rest of the year it does wonders for mowing the grass in the orchard. Although burning is still legal around here, many farms are switching over the the choppers.
