A tech at a dealership really doesn't learn how to fix a car. He is (more or less) a parts replacer. And here is why: When you talk to the shop foreman, (if he's a good one), there is probably about a 75 percent chance that he knows what is wrong before it hits the tech. The reason is because they only work on one make of car and he has seen your problem a bunch of times. If the foreman does NOT know what is wrong, the tech is advised to call an 800 number to talk directly to the factory service reps. And the reason is simple. They want to get your car in and out as fast as possible to make the maximum amount of money. As a tech at a dealership, we had to do this "Safety check" on every car that came in. It didn't matter if it was 1 month old or 40 years old. The only reason we did it was to sell parts, translation: Make money. If you want a tech who knows a lot and thinks for himself, he is probably an independent and he works on all brands. I'm off my soapbox now.
