Drawbar hp changes because wheelslip changes with relative ground speed. Drawbar power is speed of the tractor (not tires) times the drawbar pull. So if you pull a 550 lb pull plow one ft in one second, you have 1 drawbar hp. Due to wheelslip you may have used 2 hp at the engine to do it.
Going to a higher gear, you may have pulled a 275 lb load at 2 ft in one second, making one drawbar hp again but with less slip cause it is a lower load, and maybe you only used 1.25 engine hp to do it.
Trucks on pavement have very little wheelslip so the some concepts don't apply.
