You'd better recheck those Nebraska tests. Drawbar horsepower (in general) goes UP in the higher gears, not down. That's because drawbar hp is affected by wheel slippage, and you get the most slippage in the lower gears. For example, check out the test for the JD 7130. (Which I picked at random.)
The worst drawbar horsepower was in the lowest gear tested.
Drawbar horsepower is difficult at best to measure, since there are so many external variables, particularly soil condition. But drawbar horsepower has no bearing on gear ratios for highway vehicles. Presumably your wheel slippage is minimal when you're going down the road at 70 mph. If not, then you need to let off the gas a bit.
