need help with hyd. problem on case 430

This is a diesel 430 case SN# 8276197...I am having a problem with the loader not wanting to lift 1/2 a bucket of dry dirt......I hooked a presure gauge into the line before it goes into the valve body....it shows 400psi when I start lifting the bucket and when it gets about even with the hood it hits 900psi and don't want to lift anymore....thats the max psi it presures up to.....I changed the hyd. filter and still no change ..I found the left cyninder hotter than the right so I had it rebuilt...it keeps the same temp. as the right one now but still no change in the lifting power..... anyone else had this happen????....help!!!
