The pressure should be checked on the return side after the filter as well to get a true indication. If the restriction is on the return side of the filter the pressure could be high at both points and the bypass would not open even at 40 plus pounds as it would have 40 pounds on the backside of the spring in the bypass. If the filter has a true 15 lb bypass and the return was large enough then it would seem that the max pressure you could read would be 15 lbs if there was minimal restriction in the downstream return. If there is a truly "free flow" with no restriction on the return then agreed, a larger GPM capacity filter is in order. You need to check both sides of the filter for pressure at the same time, maybe you need larger return plumbing to lower the return pressure, Check it. I'm betting your return is to restrictive. mEl
