I'm not a diesel mechanic, but we had a similar problem with our 95 Dodge. Its been a long time and I'll relate what the problem was as best I can remember.
There is a magnet type switch that is operated electronically. When you turn the key on, the magnet engages and opens allowing the fuel to flow. When you turn the key off, the magnet drops, cutting off the fuel so the engine dies. This magnet can get weak and drift down, choking off the fuel.
