Because the commercial credit markets are screwed up. Lenders are worried that Deere's customers may not be able to pay back loans that JD credit makes on tractors, combines, etc. Deere needs that money to sell stuff. Normally, they would borrow it, in big chunks, lend it out in little chunks, and make money in the process. If they can't finance it, most of the time they can't sell it. The government wants Deere to keep making stuff, selling it, and employing a few people in the process.
