Hi Dennis, It sounds like an alignment problem. If it sways side to side the only other place it can go is up and down. I see towable cement mixers do the same thing. Is the trailer new? If not, it may have been overloaded once. I have a 51 Chevy truck with a straight axel in front and when I was doing a doit yourself set the toe and let it go, when I brought the wheels in at the front ( Toe In) the truck did just as you described. It was scary. When I got them out enough, it went away and goes 60 mph just fine. You may stand back and watch the wheels cock out as you load it. Let us know what you find out.
