Kinda hard to say. How does the engine oil look? If you mean the crankcase breather, and if the stuff is sort of tan milky stuff, it could be something as simple as condensation combining with a bit of engine oil from the engine not having been run up to operating temp often enough. If that's the case, the solution could be simply changing engine oil, and taking the tractor out and working it for a few hours, making sure the temp comes up to where it should.
If it's milky stuff coming out of the radiator overflow, that's a whole different ball game. That could indicate coolant and engine oil combining from a leaking gasket or some such. How did the old coolant look when you flushed the radiator?
