The fact that Chavez gave away heating oil to Americans has been well publicized. DPG provided a link the story in his post, which I've copied here. According to Reuters, the program "...distributed about $100 million worth of Venezuelan oil for each of the past three years."
Without a doubt, Chavez did this only to aggravate the Bush administration, given that his own citizens could have used that oil as much as the recipients in the US. But the fact remains that he did give away 300 million dollars worth of heating oil to poor families in the US.
