Is it positive or negative ground? Does it have an alternator or generator? Is it 6v or 12v?
If it has a Generator; If it discharges at an idle I would say there is a short or your voltage regulator cut-out relay is stuck. If it discharges only when you speed the engine up the battery is most likely hooked up backwards or someone has switched the tractor over to a negative ground system from a positive ground system and didn't switch the wires on the back of the amp meter. This will cause it to show a discharge when it is actually charging.
You can easily check your generator while it's on the tractor. With the engine running and generator spinning hook a test light up to the "A" terminal on the generator then touch the other end of the test light to the hot side of the battery (not the ground side). If the light stays off during this test then the generator is capable of charging. If the test light stays on during this test the generator is not capable of charging.
