Start soaking the pivots where the pedals pivot on the main shaft with PB Blaster , Kroil or any of the good penetrants you have available. Do this a couple times a day for however long it takes. Each time you soak them try moving them up and down. they will eventually break loose. Once you get them loose, oil them up good. If you really want to get perticular, pull the pedals off and polish the shafe and clean the pedal bushings and coat them with water resistant lithium grease. Chances are the bands are ok. Really not a complicated job.
