Diesels are pretty simple. To run they need air and fuel at the right time. Yours sounds like it's not getting fuel to the injectors.
I don't know about an electric fuel cut off but you are apparently not getting fuel. You could have a clogged strainer at the fuel tank outlet, a clogged filter or an air leak in the fuel supply line. I'm assuming you have a a gravity feed system and not a lift pump to supply fuel to the filter(s) and injection pump. Remove the line going to the filter and see if you have fuel there. If you don't the tank outlet is clogged. You need to clean the tank screen and the tank most likely. If you do have fuel there, reconnect the line and check for fuel at the downstream side of the filter(s). If there's no fuel there your filters are clogged. This fix is obvious. Make sure you bleed the air out of the lines when you replace the filter(s) and then bleed the injectors to get all the air out of the lines. It should start when you get fuel to the injectors.
If you have fuel downstream of the filters then I'd suspect you have a loose fuel connection somewhere between the tank and the injection pump that's causing the pump to suck air. Make sure there are no cracks in the line or loose and/or damaged fittings.
Don't go worrying about the injectors. Yes they can be cleaned and rebuilt in most cases but they don't all fail at once and the failure modes are more subtle than the engine just stopping.
