IS THERE REALLY SUCH A THING AS FREE' EMAIL SERVICE???

Once in a while I see (eg. HOTMAIL) ads that say they are providing "Free" email service. Even if they give you free email, doesn't somebody have to provide a hookup with the net or whatever it's called (maybe a service provider is the correct term). Do you really get free email? In other words, could I have free email service without the internet? I can't figure this out.
