I'm not sure what you have in your tank but if it's rust try to find someone who does metal cleanning and see if they can dip it into some phosphoric acid. This will be the best thing for removing rust. A man does it for me and he's 45 miles away and it takes two weeks before I can get the tank back. He charges me $35 for a tank off of a farmall H which I don't think that's too bad. It comes out bare metal inside and out. I've put tank sealer in some of them and some I have not sealed. Haven't had any problems doing it either way.
I used to take my gas tanks to a radiator shop and they would hot tank them but it wouldn't even take the decals off let alone the rust out from the inside. One shop cut a hole in one of my tanks so he could insert the pressure washer to break the rust up and wash it out. That was the last time I took a tank to him. All of my tanks now get dipped in the acid.
