Gary, sounds like your fuel supply is restricted , When the governer opens up to give you more power to climb the hill , theres not enough gas to provide it. Make sure there is ample supply from the tank valve,then check the fitting at the carb. inlet, some of them have a screen that will plug up from rust and debris. Also pull 1/8 inch pipe plug from bottom of carb, and check for rusty sediment and water. Let us know what you find !!!!!
