Use the tubes. The liner in a tube type tire is not designed to hold air. Sooner or later the air will seep through the liner and cause a tread separation. This is even more likely if and when you get a puncture. I don't recall seeing any tubeless tires in a 6.50 X 16, but if you can find them you'd be better off.
