FORD 600 COOLING PROBLEM

I OWN A FORD 650, IT'S OVER HEATING. I'VE REPLACED THE THERMOSTAT AND WATER PUMP BUT STILL HAVE THE PROBLEM. THE TOP HOSE OFF THE RADIATOR IS FIRM THE BOTTOM HOSE IS SOFT WHEN IT'S RUNNING. COULD A BLOCKAGE EXIST IN THE ENGINE BLOCK OR IS IT IN THE RADIATOR?
