As an 18 year police veteran, I can tell you the laws vary from state to state. Most local police agencies do not even attempt to enforce and DOT regulations due to lack of knowledge. I would suggest you contact your State police who are most generally in charge of highway motor carrier divisions. Request a written copy of all the current laws pursuant to the class of vehicle you are driving, including your trailer. It is my understanding that nationally their is a requirement for a DOT number on your vehicle if the GVW (including loaded trailer) is over 10,000 lbs. So more than likely any vehicle trailer combination carrying a tractor will fall under that law.
