The problem is not necessarily in the lower unit but in the linkage some where. See if there isn't a cover plate on the side that gives access to the linkage coupling. Disconnect the linkage and see if the top end is free. If you take off the lower unit you will have to disconnect that anyway. They aren't made to be shifted with the engine off by the way.
