Like JimN says the exhaust slobber is from not working the engine hard.
Regarding the intermittant low RPM's on gas, make sure the spark timing is set correctly. Also that the spark advance mechanism not sticking or broken.
Also I recall years ago being able to slightly increase RPM's on the gas side by increasing the air valve gap in the carburetor. (Air valve sits on top of the carb where it bolts to the manifold). However the gap is pre-set on some (later production?) carbs and cannot be adjusted.
