I don't know anything about the compound gear business, but on my FB drill with 7-inch spacing the setting for 27 lbs/acre millet was 6 and it was pretty close. I started to get worried I would run out of seed so I turned it down to 5, but I shouldn't have. I ended up going back over it to use up the seed when I was done.
The seed charts that Ole Shovel sent me for my FB with 7 and 8 inch spacing show the Millet setting to be consistently a small amount less than that for Wheat. I would set your drill for whatever it recommends for 27 lbs/acre of wheat and I think you should drop around 25 lbs/acre of Pearl Millet. Seems wrong because the millet seeds are way smaller than wheat, but who am I to argue with the chart?
If your drill has the adjustable flaps on the back of the seed cups, make sure those are set all the way up too.
