Hi Jim, I owned a few, and worked on several IH Cubs as well as other makes too. Keep in mind that looks on the outside are just that. Make sure that you thoroughly inspect this little guy before you make an offer. Also, keeping mind that the market for old tractors varies by geographic location. For instance, small tractors seem to be really popular in the New England states, but have significantly less popularity in other areas where large farming is more prevalent. If your description is accurate you should be prepared to spend considerable time as well as money to bring this tractor to a decent show quality. If it were me, no more than 600 if running, and 200 if not. Hope I helped, and good luck!
