Sounds to me like you may have some crud in the hydraulic actuator block in the steering column. The block where all 6 hyd lines connect. It's not a bad job. Worst part is you have to pull the center hood and rear cowel to get at it. Fuel tank can stay on the tractor. When you remove the block be very carful you don't drop all the little pistons, springs and balls that are in it. They will fall on your shoes as you remove it. BTDT Wash it all out with laquor thinner, buff any rust spots with crocus cloth then reassemble with light oil. Be sure you replace the seal in the top half of the steering column. Dealer usually stocks them for around $12. That upper seal is a known weak spot in these tractors and will puke oil out from under the steering wheel. Might as well replace it while you're in there. As for your 3000 in general you might ask questions about it on the Ford Board. You'll find guys here who know those tractors as well as any man alive but you'll likely find more of them over there. That is a very good model tractor btw.
