The generator and voltage regulator have nothing to do with the fact that your tractor will not run. They ONLY charge the battery and do not effect the ignition part.
You say that you have 6.2 volts coming out of the key switch to the coil. But have you checked the voltage inside the distribtor at the ignition module. These old Fords have a bad problem of the wire shorting out right where it crosses threw the distribtor case.
If you do have voltage all the way to the module try cranking the motor over with the distribtor cap off to make sure the rotor is turning. Your pin may have sheared off that holds the gear on the distribtor shaft.
