sounds to me like a clutch or pump problem, those pto's are easy to remove, its all 1 unit, the pump and valve are all contained in the pto unit ,partially drain trans and remove all bolts fromaround pto, pull unit back and drop rear of unit to allow front of unit to raise allowing suction tube to raise up and come out of rear housing, drive shaft may come out with pto, install driveshaft in tractor before reassembly, its really quite easy,
