Massey Harris Engine Rebuild

I have a 1949 massey harris tractor with a F162 continentail engine and it requires a rebuild. The pistons are presently .060 oversized and the last cylinder has a crack in the wall, I have placed a .010 feeler gage per the jensen repair manual between the piston skirt and cylinder, this has a tight fit. The jensen repair manual states the cylinder is good if you don't exceed the .010 feeler gage. My biggest problem is with the last cylinder that has the cracked wall, do I sleeve this to the standard size or do I sleeve all the cylinders to standard size.
Can someone give some insight how to proceed with the engine rebuild.

Just for a note, when I removed the piston rings from the piston and placed the top ring in the cylinder to see the gap remaining was approx. 1/8". This tells my the rings are worn or someone did a fast ring job and used the wrong size piston ring. The only reason I thing someone did a fast ring job is the connecting rod cotter keys were missing from some of the connecting nuts.
