"Huffing" is nothing new. But it's pretty much limited to teenagers, because it's not something you can do very long before you either rot out your brain or accidentally asphyxiate yourself. Huffing the nitrous oxide in whipped cream used to be popular; I don't know if they still use nitrous today.
Quite frankly, mom's story sounds a little weak. I can't imagine your typical huffer going to the aggravation to get to the freon in an air conditioner. That would require the use of screwdrivers and other tools, items whose use would be incomprehensible to the average huffer.
