F14 pretty well covered the possibilities. Is it always the same push rod? If so, pull one from another valve as replace it and see if the problem follows the new push rod. I would wager that the push rods are too long. I had an old truck that had the problem and someone had ground the head and reused the old pushrods which were too long after the machining of the head.
